Sieged capital question

what capital orders can still be executed if the capital is sieged?

which one's wont go through?

The only thing that can't happen at sieged pop centers, including
capitals, is hiring a new army. Remember, you'll also lose income,
production, and will not be able to sell any product from said pop
center, or transfer product to/from the pop center as well.

So at your capital, you should be able to name characters, issue
nation sale orders (remember, no product will be sold from the
capital), etc. I believe you can still issue nation transfer orders,
but you might not be able to send gold from your capital. Never
tried this.

  Ben, I've checked the rulebook, and I'm afraid you're wrong on at least 2 counts. You can NOT do 947 or 948 orders if your capital is under siege. Not only can you not hire army, you can't recruit either.

  I checked the rulebook about the 325 natsell order, because I've always thought you can't do that if your capital is sieged. To my surprise, you appear to be right: you CAN give a natsell order from a sieged capital, but you won't sell any stores from the capital or any other pop under siege.

transfer gold from a population center other than the capital? And
if so, how much, and was it successful? Logic would lead me to
believe that one could only transfer the amount of gold produced from
the origin population center and that anything larger than what is
produced would have to be done from the capital because gold
transferred from the capital would be considered drawn from the
treasury, so all reserves would be available.

  RD: Correct. When I said you can't do a 948, I meant that you can't do it from a sieged capital. Of course you can still do it from/to a non-sieged pop.

  RD: The rulebook says under 948: "If the product is gold, then the origin hex and the destination hex will be considered to be the capitals (even if hidden) regardless of what hexes are indicated."

I concur with this statement.

My gold transfers regularly come from non-capital PCs to non-capital
PCs and the advantage is that these are the transfer points reported
in the rumors section.

Unfortunately I do not know what happens in this regard if the
capital is being seiged. I would assume that the transfer occurs
without issue, but I can not say for certain.
