Really? Is there a reduced camp limit in FA? That's
a lot of NEW camps, what with the starting # of pops,
vs, say 1650.....or is there a set number of NEW pc's ?

I've been in over 15 FA games and can't remember
ever seeing the camp limit reached before turn 7 or 8,
though it could happen if everyone played camp-happy
nations -- maybe Marc has experienced that, but in my
experience that is not the norm. And it isn't uncommon
for the limit to not be reached until turn 10 or so.
