Sorry, did you mean the upgrades would be available to the neutral nation joining, or the other nations on the team that neutral is joining?
I was suggesting the former.
Example:
Neutral joins Allegiance by T5, gets 5 “free” 180s (maybe random?) with nations with nations in the same allegiance. If by t10, 2 “free” (random?) 180’s.
Neutral now has an incentive to formally join at an earlier point, reducing instances of “join-and-switch-at-last-minute” for victory point benefits.
I understand the counter-argument that Neutrals already have built-in advantages, so don’t “need” any additional benefits. If that argument is going to win the day, then a benefit to the Neutral nation is not going to “win the day” in this discussion, and becomes kind of moot.
You’ll have to decide if you want to “strengthen” advantages of being neutral in order to promote earlier declaration. I would caution to consider the Law of Unintended Consequences, though might be in favor of an incentive along these lines if the “join-and-switch” is more common than I’d thought, and/or enough of a pet peeve within the community at large that it’ll be perceived as a net-positive community-wide.
If you provide a benefit to the allegiance being joined, that’s great for them, but doesn’t provide a direct incentive for a neutral nation to formally flip sooner than later. That in turn foils (or drastically mitigates) any incentive to the Neutral to join an allegiance sooner than later (which I believe is the desired incentivization).
