In all seriousness, I would argue that he is providing
skilled knowledge from a overseas company that you
just took over.
Without his knowledge (which doesn't exist in any of
the current staff), the take-ower wouldn't have taken
place.
And he needs to remain in order to continue to provide
on-going training and support for the previous
company's client base.

Harlequin Games are a small Welsh business that
charges a small fee to run professional games that
other people have written.
With the use of the net, its player base is world
wide, and includes not only people from the EU
nations, but also from america, australia, and asia.
But in order to keep profitable, it needs to continue
to provide skilled services against other companies in
the world that run the same game, ie PBM Enterprises
in Australia, or midnight games in the USA. If not,
then the current player base could move these other
company, and Harlequin might have to fold.
Recently harlequin took over the american franchise
for one of the many games that they provide. The
american franchise was the original franchise, and its
staff had game knowledge and history that others
franchise holders lack.
After the takeover, Harlequin realised that it needed
that skilled knowledge, and they arranged to keep some
of the existing staff members. They decided to keep
Stuart due to his long service to the old franchise,
his unique knowledge of the game, and his dedication
to the people who played in the american franchise.
Without stuart, the skilled knowledge that he provides
will be lost. I would recommend that Stuart be allowed
to continue in Wales and to continue to provide the
training and knowledge to his new company that they
lack.

I have to say that it's beyond me why immigration policies, both in
EU and in US, are the way they are.
I can understand why you want to put a brake on immigrants who are of
the "refuge" type, but why on earth would you want to hinder
qualified people coming from a similar culture?

in Oz, we only like the following ...
a) rich buggers (maybe not for stuart)
b) family members (ditto)
c) welfare (the USA isn't that bad), and
d) skilled workers
Unclaimed reports have mentioned a fifth category
e) mass murderers, nazi's and human right destroyers
but no one has yet proven that to our government.
The problem is proving that stuart is a skilled
worker, and not just someone who is trying to enter
into Wales (and thus the EU) thru the back-door.
Clint might need to show that they have offered stuart
a long contract.

paperwork done *before* someone arrives in the country to work. If he told
them he was "just visiting" then he may be automatically kicked out. The UK
is slightly more lenient in this than the US, but only slightly.
So, be very careful that the story you tell the HO is coherent, Clint.
