I chart my loyalty changes each and every pop, each and every turn. from 40-60 INCLUSIVE the loyalty changes -1/0/+1 randomly. 59 or 60, tomayto tomahto.
In my own experience 60% seems to drop loyalties on a turn by turn
basis, while 59% is relatively stable. It could be coincidence (a
string of -1's), but camps just seem to disappear at 60%...

Do camps disappear at 15 or below 15? I ask because I've had camps at 16 one turn (60%taxes) that went away the next turn. I guess enemy emmy action is possible, but....
"Random drift" effect occurs, then "loyalty check" (which may result in
a pc w/ L=15 or lower degrading one level or disbanding).
So, sequence that explains your result (sorry I never clarified this
earlier, when you were in Training ):
1) Turn Start (from previous turn) L=16
2) Loyalty modifiers (cap relocation, captured pc, etc.) - INCLUDING
"Random Drift" - if no other effects, you can assume a "-1" result from
the -1/0/+1 "universe" of possible outcomes.
3) Loyalty "Check" (now w/ L=15) - leading to degradation (if camp,
disbands) (Note: this is not "always" - it's a chance-based outome, but
I don't know the percentages, if tax rate matters, etc.)

At 15. Presumption, your 16 camp lost 1 and then got a crappy roll and
"poofed". Happens, seen it, suffered it. Meanwhile, an enemy camp, no
fortifications, in my homeland, has a 12 loyalty before my emissary
succussfully reduced it's loyalty to "rebellious", but didn't gain
possession...gold producing camp still in the hands of the enemy at
(presuming) under 10 loyalty now....just ain't fair...

But dont you say that ther is a char. Dos pops with chars on them degrate.
