A quick question arises from some of the comments re buying and selling about changing tax raetes. Is it as hard to lower tax rates as to raise them? In other words if you try it with a 30 Commander are you likely to get the message that "it didn't work as the populace didn't support it"?

RD: I have never seen an order to lower taxes fail, regardless of the
commander's rank. It is certainly easier to lower taxes than to raise them.
I won't swear that the order could NEVER fail, but I've never seen it do so.
I'd be confident of lowering taxes with a C30 and I'd even try it with a C10
if necessary.
