Teleport Artifacts

Lets say I get a teleport artifact (187, the black
book for example).

Does it grant access to the spell teleport for me to
learn with my mages, OR does having it in my
possession allow me to use it as a "movement artifact"
(Order 805)? If there are two different types of
artifacts (Access to the lost list spell teleport and
allow you to teleport spells) how do I know the
difference?

Gives access to Teleport Mastery most likely. You can always 412 it.
