I was wondering about the weight stealth has during gameplay. Does
anybody know how it really affects characters' orders. I know it only
benefits a character when it's trying to fulfil its own missions. But
how?
If a character has an agent rank of 50 and it has a stealth level equal
to 25, it'd kidnap as a 75 agent rank, for example?

There's a certain amount of debate about this.
It's generally believed that on agent actions, stealth adds a random
number to the agent rank varying from 1 to the stealth rank. There is
some argument that it adds straight to agent rank.
It's _possible_ that stealth adds to offensive emmy actions, but
evidence is very slim (since usually people don't get stealth on
emmies or else don't actively try out how it works.) Anyone got
any more evidence?
Stealth also subtracts from the chance that you will be noticed by
someone else doing a ScoChar or getting a report from their pop
centers about non-native characters hanging around.

In any case, I shall not consider a fixed weight to stealth's influence
on agent rank, as it is randomly decided (from 1 to the stealth level).
But 1... Well, it'd be a terrible lack of luck!
