I was wondering about the weight stealth has during gameplay. Does
anybody know how it really affects characters' orders. I know it only
benefits a character when it's trying to fulfil its own missions. But
how?
If a character has an agent rank of 50 and it has a stealth level equal
to 25, it'd kidnap as a 75 agent rank, for example?

This is plainly not the case. What evidence do you have to back this up Ed? This is pretty close to slander actually and I'm not happy with such comments. We'll chat to players before any changes are made.
