I don't know about the "transfer money to enemy nation's pc" though.
In my past games, occasionally a chestful of gold is sent to the wrong
place (wrong hex, typo, etc). It's usually good for a chuckle from the
team and a friendly barb from the opposition ("Hey! Thanks for the Gold!").
If a player types in an enemy hex, I'd suggest letting that order go through.
