Threatening a PopPoint, any guides/formula?

An old formula that made the rounds is

Command Rank must be greater than:

loyalty + 20/level of fortifications + 20 if capital

Thus, a major town/fort, loyalty 75, commander must have at least 115 rank. The
number of troops really should be eliminated from the rules. It's just silly. Am in a
game where Gothmog just threatened away Minas Ithil with his brother in law while
walking their dogs.....

This formula has attracted a notorious amount of derision. Theory being that "they"
made it harder to threaten since that formula came into vogue.

RD: Agree, forget the number of troops, it's irrelevant or nearly so. What
matters is the command rank of your army com (inc artifacts) versus the
loyalty (and maybe forts) of the target pop.

I've recently had an army com in his 40s successfully threaten 2 fortified
pops. I wouldn't normally have attempted this, but I knew the loyalty was
rock bottom.

Pile the com arts on Gothmog and he will be able to Threaten the NGo
capital!

That's not a bad formula, but I disagree strongly about number of troops.
C115's are out of reach for many positions, but large armies are not. My
rule of thumb, based on no formula but lots of experience and my aversion to
paying the gold price and opportunity cost of a failed attempt, is that I
won't even try an unfortified camp with less than 1000, unless I have one of
those C75+ fellows in command. But even a C30-40 with 1000 men will succeed
much more often than not. Larger unfortified pc's need more troops in
increments of 500 or so, or increased command rank, for the same level of
confidence; all this assuming average (i.e. starting) loyalties.
Fortifications and capitols are hard nuts to crack and I prefer sabotage and
assault for them.

Command rank is the surest thing; number of troops next; and pc loyalty is
critical. If you're not coming with Gothmog and his whole litter, best
ScoPop first to find a target with low loyalty.
