Yes. But take care to read the 948 order. Whereas
the 947 order lets you specify a percentage of what
to transport to your popcenter, the 948 order requires
you to say how many units to send. So if you just
put down "50" for the 948, you will get 50 units,
not 50%. You have to calculate how many units you
will have accumulated after the 947 order, then
figure half of that, and send that many units (and
the caravans will take an additional 10% of that
amount from the remaining stores.)
