If you allow xfering of skill orders around too much, things could get silly
v quickly (eg all characters will become very specialised & lose their
2ndary ranks).
For example: as Dragonlord I would exchange Durans 20 emmy and 20 mage,
Mabens 20 mage, and URgubals and Wodishuraks 10 emmy for an extra 20 mage on
Ordu and Maben. This would radically 'harden' the mages for no real
loss........ or the CLord: as Argular & SHoglic are normally retired - &
sometimes Gontran & Kadida too it would be obvious to rob them of points to
the benefit of Ji & Erennis
If you did allow this, I think that you would have to say no skill rank to
be enhanced above 40, and no character to be left with less than 30
character points. This would still leave plenty of room for WK to
emasculate his commanders & instead have Angul, Cykur and Ulrac as
commanders with 40 emmy skill, the QA, Nmen and Dunland to start with 40
emmies / agents etc.
If Clint would be willing to do the set up, I would be pleased to play it

Rather than allow players to swap 10 points of one skill for 10 points of
another skill on a different character, how about making it 10 points for 5
and unlimited transfers? Thus the Noldo could trade 40 mage points off one
or more characters for 20 agent points onto a dedicated agent. Also, a
player could never say with certainty, "I KNOW Bullfrog started out as a C30
M50" or whatever. This would add realistic uncertainty about an opponent's
capabilities!

I just finished Game 65 (1650). I was playing the QA and doing mortal battle
against the Cors. Just before I was take another of his Capitals it appears
he actually voluntarily moved it.
I suppose the idea was he wanted a Cap without a million Agents on there
killing everything in sight, so he would of had a turn or two so he could do
some sells and name a Character or two. One of the guys in our Team got one
of those Nation Messages stating the Cap had moved. I located it the next
turn.
In the end it didnt save him though. The Freeps then conceded defeat about 7
or so turns later.
Maybe one of the Freeps (Cors) from the game can shed some light on this or
maybe if you speak with Harly they will put you in contact with Cors player.

Just curious - does anyone relocate their capitals voluntarily in
games? In 1650 scenarios, playing some nations brings the knowledge
that the other side will set up camp in your capital killing all your
characters there. Anyone ever reloate the capital to another major
town in order to foil the agents for a while at least?Or isn't it worth the cost/penalties?
