It can be self policing in that if anyone sees a battle report that has troops without the requisite armour, they can call foul and ask for GM intervention

Wow. Come back to my old ME site to clean out the spam and find a genuine and thoughtful discussion. Almost makes me homesick.
Bit of ancient history: The ME combat system is based on a preWWI Polish professor's combat system. He studied Napoleonic warfare and drew some quantitative conclusions. The ME term 'heavy' actually equates to Napoleonic 'line'. To change this system would require the tinkering with everything else in the game. A system should be replaced with a system, not tinkered with.
Which brings me to the Kinstrife. This is the UK's and Cardiff's opporotunity to display just how creative they are. They can have any damn combat system they want and adjust everything else to suit them. How is that game creation going?
