What makes a population center 'under siege'? It has always been my
understanding that it meant an enemy army was present, even if said
army was not actively marauding the place. This has even seemed to
apply to one's own armies, as I have in the past been unable to ship
goods into or out of population centers captured that turn, with the
message that they were 'under siege.' However I have seen players
pull up armies in the same turn their defending army got wiped out,
and the attacking army was still present - despite the fact that the
770 order also can not be used when 'under siege.'
So, my question is this: suppose you roll into and capture an enemy
pop center (order #255); can you then, say, take food into your army
(#340), recruit troops (#400-420), or have a backup Commander hire a
second force (#770)? If not, why can you do these things when the
enemy is battering at the gates but not when you have the PC free and
clear?

If the pop center is attacked it is under siege, ie captured this turn.
If the army was destroyed but the popcenter was not attacked then the popcenter was not
sieged.
The presence of an enemy army does not have any effect on siege status unless it attacks or
give siege orders.
