Thank you Stuart, that is now clear. Before however you did not say that "the early rule books had it wrong", you said "They meant to say 'You will have AROUND 10 movement points' but
it did not come out that way."
The matter was further confused by someone who said he had a recent US edition of the 1650 rule book which also said 10 hexes.

The cost of moving on the seas for
an unfed navy is 2 points per hex. The formula is as follows - 1*1.33=1.33
which rounds up to 2 points per hex. As such, a navy would only be able to
move 7 hexes if unfed. As mentioned before, the early edition rulebooks had
