Have there been any “tweaks” to how these are generated when games are set up? Looking through some Neutral files for games that I’m in, I see a number of them are targeting only 1 allegiance - ie - hold 2 DS pop centres and kill 2 DS characters.
I always had the impression that they were random but balanced out somehow so even FP got to “want” allied pops, etc?
Now, looking at some others - I see a Woodmen nation who has a victory condition to hold their own starting pop center. I think I’ve answered my own question - I suspect something was lost in the translation when the code was moved… I suspect it would be of greater value to remove this legacy item then fix it.
