I realise that you can have bad games with a nation - despite your best
efforts, but enough games played should help here.
But this still presumes that VCs in anyway reflect how well you ran your nation.
Gold comes and goes.
Armies come and go.
Characters come and go.
Pop centers come and go.
You may be such a great player that the enemy parked assassins in your capital for the last 5 turns of the game. You have no gold and few characters and just spent your last army capturing an enemy capital..... You'll have crap VCs, even though you may be a very good player.
It is better to have no system than a system that measures the wrong things.
