Perfectly Reasonable. But if the Goblins issued
Attack Enemy and NOT attack the pop, then they shouldn't
have to fight the walls. If their enemy ran and hid, they'd
receive a message similar to finding no armies to fight,
the morale of the scurriers should drop, etc.

Why would the morale drop? I would think it would boost morale since they know they are safe behind the walls because the enemy was afraid to attack the pop center.

Well, while it may not be real, every fantasy writer always has the beseiged
population acting very depressed. Must be something about having a horde of
folks who don't like you running around outside your house, impregnating
your cattle and trampling all your flower beds.

Honour. Same reason Morale drops when their 10 commander
refuses challenge to a Nazgul. Of course, maybe morale
drops during a refused challenge because the troops were
hoping to see the end of their fool leader and/or go home...
