I can confirm the 10% for what was moved. I recently did a 947 for a product I already had at the destination hex. the message came back that it only moved the portion at other hexes.

fortifications. In 2950 game 22, the Duns, Sinda, Woodmen and Riders
of Rohan used war machines distributed between several of those armies
to destroy the keep on Dol Guldur. I'm not certain about your numbers
here - I'm pretty sure a fort has 6000 defense, and therefore requires

I'm not certain of this. I conclude this mostly from seeing shipments
of product to allies after a NatTrans/TranCar combo send more than a
straight 10% cost of all product in stores would give.-Peter
