What is good play ?

If a rule was established that said
Neutrals will lose a percentage of their credited rating
increase every turn after such and such turn until they
declare allegiance, then that will be the way it is. Those
neutrals who DECIDE for themselves to not declare up to
and beyond that are wholly responsible for their choices.
Why is that unfair?

It's unfair, Brad, because it is an unnecessary change in the
game's basic mechanics.

Thank you for your valid opinion that something I
obviously thought was worth writing is irrelevant.

The player ratings have nothing to do with game
mechanics. If that was your point, maybe your
entire posts are totally irrelevant.
