Whats in a name?

I think in all fairness that the program should "mark" your Victory Condition
"fulfilled" (permantly) and should also notify you when a Victory Condition
character dies, so that if he was killed in some encounter that you knew
nothing about and then names a new character that same name, you should not
have to chase that new guy around trying to kill him when the original one
has already died and fulfilled your VC just because your locate character
spell says that the guy exists.
If it is already in the program that VC characters' names cannot be used
again, then there is no problem.
To do otherwise is for the program to fool you and if anything in the game is
to be straight, it should be the program, n'est pas?

Now, what about the use of characters with diacritical marks in character
names? The program actually uses a few of them although I think the
character id's do not include the diacritical marks. Are letters with
diacritical marks simply transliterated to the nearest English language
equivalent for purposes of the character id?
