Make sure you have Java installed. It won’t work without it (in fact, it won’t work in the way you describe).

Hi Brad, Basically what Alan says, it sounds like you don't have Java Run Time Environment, JRE, installed. Without that your computer does not know that a JAR file is a java program and what to do with it!
The link above the JOverseer link on the MEPBM website takes you here:
http://middleearthgames.com/sojava.html
and from there you can install Java.
That should cure all/most of your problems. On some versions of Windows (Vista, Win8 in my experience) the install of Java does not quite finish telling the computer where Java is.

I was just reading the solution on the forum by searching for all your posts - I knew it rang a bell... It's not my machine, I'm logging onto another player's to help him. Hopefully we can hook up again this weekend and get it going for him using Teamviewer to remote machines over the internet.

Done... Be sure to confirm the path to the JOverseer/bin folder - the machine I was just on had 2 Program Files folders.

yes, sounds like a win8 machine. they a program folder for x86 programs
written for the desktop.
I think ther program folder is for the new APP look, which presumes you
are on a touch sensitive laptop or phone.
Go figures! New Generation and all that!
