2nd: Dragon Lord, 2300 vps, Stephen G. White
3rd: Cardolan, 1933 vps, Robert W. McKenzie
Note that 3rd place was taken by a Free People.
Amusingly, that was a looooooong game -- it ended on turn 111... 
And here is one where the winning side ONLY took 1st place:

A victory by the Free Peoples
1st: Dunlendings, 1875 vps, David B. Maccabe
2nd: Cloud Lord, 2184 vps, James M. Babcock
3rd: Blind Sorcerer, 1775 vps, Bruce J. Fiedler
Note that both 2nd and 3rd were won by DS nations, and that the ex-Neutral
the Dunlendings led the FP to victory, though with fewer actual vps than the
defeated Cloud Lord.
And another showing a defeated nation nonetheless in the top three, that I
have to include 'cause hey, I won as Rhudaur and the Woodmen came in 2nd, two
unlikely victors...:

1st: Rhudaur, 2350 vps, Ernest S. Hakey III <big grin>
2nd: Woodmen, 2058 vps, Larry Bundy (a friendly Canadian fellow if I recall
correctly)
3rd: Long Rider, 2017 vps, Chad A. Drake
So 3rd place went to an enemy nation in that game -- which ended in a One
Ring victory, one ofthe Woodmen guys managed to toss the One Ring in Mount
Doom. Yahoo!
And here's a 4th Age Neutral victory, one I am pretty proud of, it doesn't
actually illustrate any special point, but it was perhaps the first Neutral
victories after 4th Age came out:

1st: Subirians, 1950 vps, Benjamin H. Diebold
2nd: South Kingdom, 1950 vps, Jeremy Richman (a personal friend I got into
ME-PBM)
3rd: Nandos Rangers, 1850 vps, Ernest S. Hakey III <grin>
That game ended on turn 30, and that issue of Whispers was published May 1st
1998.
Those are just from digging through the top of the stack of old Whispers I
have. I am sure there are more example of games where nations of different
allegiances shared the top three spots -- whether due to a concession or a One
Ring victory, nations that were active the last turn DID qualify for a place
or show result and got rewarded with a certificate as a result.
