Could do with some more comments on the forced Surrender option - when one
team excedes the other by more than 2 -1 nations. Opinions? This should
rectify some of the scoring difficulties and also save those pennies and
speed up games.

Yes I like it. The scoring should be the same though defeat=surrender=c
oncession=forced surrender=surrender with agreement of
opposition=majority votes to concede.

Just personally, want to be clear that I'm speaking in my personal capacity
and not on behalf of the US team, "more than" 2-1 seems kind of a "high" mark
... You're talking knocking out 7 nations in a game format that puts a premium
on keeping allies alive. And it's _very_ hard to put even one nation out in a
true "team" setting. Also, I _very_ much_ don't like the idea that a side
that "manages to survive" to the end of turn 52 is awarded the same points as
the other side. If one side has 8 or 9 nations alive and the other 4 or 5,
one side has clearly done better than the other. To not reward this is
unfair, IMHO ... Yes, an 11-10 nation advantage would be slim, and one could
argue would deserve less of a reward than a more decisive margin, but then
we'd be getting back into a more variable scoring system ... If forced to
choose between no reward for more nations after 12 turns, or possibly
over-rewarding in such a situation, I would clearly favor the over-reward
risk, as no reward just seems plain wrong. This would put a premium on
keeping nations alive, as losing even one could cause you to lose the match,
and that just plain makes sense to me ...
