Millions of messages this month about this type of thing, so many seem based on "bad things happening are too bad and must be curtailed somehow". Limit assassination, make Curses a double-order, protect protect protect... ALL of which would do so much unbalancing damage to the game if simply added on their own as to make the game as it is unplayable, IMHO.
On the assumption these are all within the realm of "tweaking", then the type of thing you'd be more likely to accomplish would be modifiers to subsequent assassination attempts once 1 is successful that make it a little harder to succeed. But that might actually improve the effectiveness of agents by simply spreading them around as a "avoid the penalty for companys" strategy. Yes, it sucks when a company (the most overused mechanism in the agent bag of tricks) wipes the capital clean, but it sucks even more if your 4 guys recruiting on the back field are wiped out, leaving you with Nothing coming down the pipe...
