Rather than champions randomly occurring, you might have an SNA, not sure how much it should cost, which promoted an additional starting character, say whoever has the highest total ranks that isn’t already a champion, into champion status.
And during play, since losing a champion to challenge, assassination, encounter or other event would be traumatic, you could have a new champion arise amongst the court, someone stepping up to shoulder the burden in place of the fallen champion.
You could also set a time factor, such that every X turns (say on turn 10, 20, etc.) a character gets promoted to champion. I think that would be better than random occurance.
Note that a single-classed character can still work fine as a champion, though multi-classed can take more advantage, and if you use total skill ranks as the determining factor, then it is more likely that multi-classed characters would be promoted, but you might also see high ranking single-classed characters become champions. And any character can take advantage of three orders, even if only one is a skill order. Just some examples:
At the capital, a champion can work on her primary skill while being a master of logistics, using two orders to sell and transport goods.
A Cxx in command of an army can recruit, train, attack or threaten, plus move or force march the army, and either refuse challenges or do a recon; one travelling with an army can train or recruit, refuse and recon.
An Axx can be a superspy, doing an agent order, a move character, and either refuse challenges or do a misc scouting order like hex or pop center.
An Exx can refuse, influence and move.
A Wxx can prentice as well as cast spells, and/or refusing, moving…
So while a multi-classsed character can gain more skill rank quickly, I don’t think you need to limit champions to being multi-classed only. And by having the non-champion character with the highest total skill ranks be selected, you may usually select a multi-ranked guy, but you might get a C85 promoted instead of say a C20/A40, the C85 having been around leading the kingdom for a while, whereas the C20/A40 is still making a name for herself.
On another topic, not liking the idea of skill rank limits. Skill increases pretty slowly at the upper levels anyway.
